Building the Federated Women’s Institutes of Canada
That delegates here assembled from the Homemakers’ Clubs, the Home Economics Societies and Women’s Institutes do federate themselves into a national organization, the name to be decided upon after hearing the report of the committee on the constitution.

1919: Age of Consent
WHEREAS we understand that our Senate vetoed the Amendment to the Criminal Act last Session without consideration, we would earnestly protest against the vetoing of such amendment after it has passed the Lower House, and we would respectively suggest that with further consideration the Senate will place this Legislation on the Statute Books

1919: Parental Guardianship
RESOLVED that parents shall have equal rights of ownership over their children.

1919: Divorce Clause
RESOLVED that the Federal Government be petitioned to establish divorce courts in each of the Provinces, such courts to be governed by federal enactments.

Equal Pay for Women
RESOLVED that women receive equal pay with men for equal work.

1919 Wife Desertion
RESOLVED that the Legislative Committee of the Federated Women’s Institutes of Canada investigate and study the measure taken in various countries to deal with cases of wife desertion.

RESOLVED that the Standing Committee on Legislation take steps to lay before the Federal Government the extreme doaifability of having the recent Orders in Council re Anti-loafing and Registration placed on the Statute Books as enactments.

 

Investigation of Packing Plants
RESOLVED that it be recommended to the Committee on Household Economics that they study the report of the American Investigation of Packing Plants and that they act upon it and investigate Canadian Conditions and take action at as early a date as possible.

1919: Prohibition
RESOLVED that the present laws re Prohibition be left on the Statute Books until the time when the soldiers return and a vote may be taken on it.

RESOLVED that greater emphasis be placed in the school upon the instilling into the children those ideals which pertain to and promote true citizenship and loyalty to the Canadian nation and to the whole British Empire.

RESOLVED that the Union Jack be placed in a prominent position in all schools in Canada; that it be saluted with the words, “For God and my Country”; and that this resolution be put before the Standing Committee on Education.

O Canada
RESOLVED that the FWIC adopt one set of words and music, preferably that begin: “O Canada, Our Home and Native Land”; and be it further resolved that the Federation recommends and urges the Provincial Women’s Institutes to encourage the regular use of the version in the schools and at public meetings of their respective Provinces.

Canadianization for New Citizens
RESOLVED that the FWIC petition the Federal Government to take immediate action in devising some distinct and systematic plan, whereby this most essential process of Canadianization may be made effective.

Protection of Birds
RESOLVED that the FWIC petition the Department of Education to have a copy of the “Migratory Bird (Protection) Conservation Act” posted in every school, and that it be made compulsory for teachers to explain the Act to their pupils, and impress on them the importance of protecting the birds.

Refined Foods
RESOLVED that the FWIC demand of those in authority that the food that is manufactured be pure and wholesome, and that whole wheat be manufactured and placed on the market generally.

Safeguarding while Travelling
RESOLVED that the President of the FWIC be authorized to take up with the heads of the Canadian Railway System the whole question of the safe guarding of young women and children while traveling.

Health & Hygiene
RESOLVED that a Women’s Institute Health League be constituted, the membership to consist of those who have attended a prescribed course of lectures on Health subjects, and passed an examination on the same

RESOLVED that the FWIC recommend that every effort be encouraged to promote and continue the harmonious relationships among peoples of the English speaking races.

Laws of Enfranchisement
RESOLVED that the FWIC recommend that the Laws of Enfranchisement for Women be a subject of close study by all Members of the Federation.

Appointment of Women to Senate
RESOLVED that the FWIC request with still more urgency that women be forthwith appointed.

Improvement of Roads in Rural Areas
RESOLVED that the FWIC express appreciation of the active program for GOOD ROADS projected in the various Provinces, and respectfully recommend to these Provincial Departments that extension of this work to the Side-Lines, as adding value to the present Better Roads Policy.

Homesteading Act
RESOLVED that the FWIC request the Federal Government to amend the Homesteading Act that the same conditions of Home-Standing be made for Women as for Men.

Raising Money
RESOLVED the FWIC recommend that the expenditure of funds raised by the Institutes be confined to the Institute organization, local, provincial and Federal, and to the furtherance of aims and objects as specified in their Constitution, and that the Institutes endeavor to guard against the danger of degenerating into money-making machines.

National Council of Women
RESOLVED that the FWIC place themselves on record as opposed to affiliation with the National Council of Women.

Canadian Citizenship
RESOLVED that in view of the importance ad dignity of Canadian citizenship that FWIC again petition the Federal Department of State that such honour be conferred upon all applicants, both native and foreign-born, with appropriate ceremony on or about July 1st.

RESOLVED that FWIC urge the Institutes throughout Canada to inform themselves as to these policies and to make the fullest possible use of them in order that the health services may be extended and enlarged so as to provide adequate instruction, attendance and care for all maternity cases.

RESOLVED that the FWIC endorse the principle that the state provide equal educational opportunities for all children, whether rural or urban, rich or poor, whatever their social standing or mental endowment.

One Teacher Schools No Longer Adequate
RESOLVED that the FWIC strongly endorse the establishment of consolidated schools and request the provincial institutes to do their utmost to further consolidation in their respective provinces.

Women on School Boards
RESOLVED that the FWIC place on record their belief that a larger representation of women on the school boards of our country would be a distinct gain to the cause of education.

1925 League of Nations
RESOLVED that the FWIC strongly endorse the idea of further representation by women on the League of Nations.

1925 Amendment to Criminal Code to Allow Games of Chance at Agricultural Fairs
RESOLVED that the FWIC strongly condemn such amendment and recommend that the present law in this connection be maintained

1927 International Difference
RESOLVED that in the opinion of the FWIC, Canada as a member of the League of Nations should accept the principle of settling all international differences not diplomatically adjusted, by reference to the permanent Court of International Justice of by arbitration.

1927 Girl Guides
RESOLVED that the FWIC affirm our readiness to co-operate with the Girl Guides Association and all other agencies which will further the objects of our organization and we hope that each Provincial Women’s Institute will co-operate with the Provincial Girl Guide Association to their mutual benefit.

Upon the suggestion of Alberta, FWIC RECOMMEND that the Women’s Institutes of each province support the selection of a provincial flower, seeking the co-operation of the school children in making such selection.

Prohibition of Salacious Literature
RESOLVED that the FWIC commend the attitude and resolution of the Honorable Post Master General and to pledge him their hearty co-operation and support in this matter.

1929 Smuggling Liquor to the United States
RESOLVED that the FWIC ask our Federal Government for a much closer check-up of ships sailing from Canadian ports, and of other facilities for crossing the border, feeling that while not legally responsible for this carrying of contraband goods into another territory, morally we are responsible, and we urge close co-operation with United States in enforcing their law, thus upholding the honor of Canada’s name and expressing our public opinion in this matter.

1929 County Health Units
RESOLVED that the Government of the Dominion of Canada be requested to provide financial assistance in the provinces of the Dominion for the establishment of County Health Units in all of the provinces as requested recently by the Dominion Health Council.

1929 Nationality of Women
RESOLVED that the FWIC affirm their belief in the right of a British woman to retain her British Nationality on marriage with a foreigner… and urge our Dominion Government to appoint one of our Institute women to represent the view point of Canadian rural women at the Codification of International Law Committee of the League of Nations.

1929 Canadian National Exhibition
RESOLVED that the FWIC place on record our regret at the action of the Board of the CNE by which the space allotted to the Exhibition of the FWIC has been withdrawn; and we would ask that, in view of the national importance of the work on this organization, the Board of Directors of the CNE grant to it necessary permanent space in which to demonstrate from year to year its varied and far-reaching activities.

1929 World Peace
FWIC urge the Women’s Institutes, during the coming year to study the causes of war and the peace-promoting organizations, that members may be prepared to support Canada’s efforts to further peaceful relationships throughout the world.

1929 PEI Sanitorium
FWIC approves the action taken by the Women’s Institutes of PEI, in respect of the proposed new Sanatorium and puts itself on record in support of the claim presented by the Provincial Government against the Federal Government in regard to this matter.

RESOLVED that FWIC express hearty approval of the decision of the Federal Government to consider the advisability of granting financial assistance to full time Health Units; also of the announcement of the Honourable Minister of Pensions and National Health that a conference shall be held to which will be invited the health officers of the different Provinces and we respectfully urge that the said conference be held at the earliest possible date.

1931 Films
RESOLVED that the FWIC request that films both silent and talkies be properly censored and that educational films and wholesome pictures be presented; also that a greater use be made of Canadian produced and British films.

1931 Local Needs
RESOLVED that since the leadership, contributions and service of the Women’s Institutes are vital to the development of community life we hereby express the view that the leaders in each branch should consider very carefully the local needs and possibilities before contributing funds to organizations and interests operating outside the community.

1931 Pension for the Blind
RESOLVED that the resolution of the Canadian National Institute for the Blind asking for an adequate pension for the blind be endorsed by the FWIC.

1931 Unemployment
RESOLVED that the FWIC express their sympathy with those unavoidably out of work and destitute and would most urgently request that wherever possible more workers should be employed even for shorter hours in order that some work may be provided for the maximum number of people; and further that FWIC would urge their own members to do their part in providing employment wherever possible.

1933 Appointment of Women to Public Bodies
RESOLVED that FWIC approach the Federal and Provincial Governments with a request that the claims of outstanding women be considered in the appointment of special committees, commissions and civil servants.

1933 Reduced Expenditures on Armaments
RESOLVED that the FWIC wishes to register the appreciation of the work done by His Majesty’s Government in the direction of the reduction of armaments, and whole heartedly supports any further efforts on its part to induce the nations of the world to reduce expenditures on armaments by mutual agreement.

1933 Armaments for Private Profit
RESOLVED that the FWIC condemn the sale of armaments for private profit.

1933 Pictures for Children
RESOLVED that the FWIC co-operate with the Imperial Order of the Daughters of the Empire in their endeavour to have pictures produced that are suitable for children.

1933 Moving Picture Censorship
RESOLVED that the FWIC recommends that it would be more economical and desirable to have, instead of eight Provincial Boards, one Dominion Board with one representative from each Province; and FURTHER that if such Board be appointed, women would have representation thereon.

1935 Adelaide Hoodless in Archives
RESOLVED that the FWIC approach the chief archivist of Canada re the placing of a photograph of the late Adelaide Hoodless in the Canadian Archives at Ottawa with a short history of the founding of the Women’s Institutes.

1935 Home Nursing and First Aid Information
RESOLVED that the FWIC petition the Canadian Welfare Council to provide this knowledge in the form of a Book, similar to the Blue Books or Canadian Mothers’ Book.

1935 Control Manufacture of Munitions
RESOLVED that the FWIC take all proper steps to induce the Canadian Government to enact legislation giving the state control of the manufacture of all munitions and of all native materials used in such manufacture, in order that private profit in such may be eliminated.

RESOLVED that the Hamilton Section of National Council of Jewish Women record its desire and urge that there be prohibited the importation, manufacture and sale into and in the Dominion of Canada of any such articles which may develop in the minds of children a desire for war rather than an abhorrence of it and that the Honourable Premier of Canada and Government of Canada be petitioned to have enacted such legislation as may be necessary to prohibit such importation, manufacture and sale.

RESOLVED that the Dominion Railway Board be requested to have a uniform system of “stop” signals placed at all railway crossings in the Dominion.

1939 “Resolutions were not a feature of the biennial meeting. Beyond a request for investigation into profiteering, which was already being done, the only immediate communications to the federal government concerned offers of war service. These were made both to the Prime Minister, W L Mackenzie King and in more detail to Hon. James Gardiner, federal Minister of Agriculture.”

Fresh Organic Vegetables
RESOLVED that WI women request attention to this question by the Government at Ottawa in co-operation with Provincial Governments with a view to more equitable exchange off products inter-provincially, adjusting freight rates and regulating the exchange of products.

That a resolution from PEI WI’s asking that a central office for the conduct of the FWIC business be requested of the Department of Agriculture, Ottawa. (Carried with a rider attached, to the effect that this request be not pressed during the war).

Medical Specialists
FWIC urges that the Dominion Government with the co-operation of Provincial Governments, organized medicine and such agencies as are interested in public health measures, embark on a nation-wide programme of public education on these matters (lack of public awareness of possibilities and benefits of the prevention of illness) which so vitally affect our present war defense programme and our future post-war strength as a great people.
AND FUTHER RESOLVED that FWIC fully subscribe to the sentiment

Ballot for Elections
RESOLVED that FWIC urge each Institute and every member to consider the matter of intelligent and interested citizenship to be of prime importance. That we urge our Provincial and Dominion Boards to promote a nation-wide campaign so that all our members will vote and take an active interest in Municipal and Educational affairs.

RESOLVED that FWIC urge that these reports ( Dr Heagerty and Dr Marsh) be given a more thorough and careful study before they are implemented with a view to correcting this (costs and services are not equitable so far as the rural population is concerned).

1943 Increase Amount of Sugar (Since rural women use sugar for canning)
FWIC urge that every effort should be made to provide additional sugar for rural women through the Local Rationing Board if the sugar could be made available.

1943 Appointment to Consumers Branch
THAT FWIC ask the Wartime Prices and Trade Board to appoint to the Consumers Branch a woman cognizant of rural problems and acceptable to the rural women; and that the FWIC be permitted to submit names for consideration.

1945 Citizenship
RESOLVED that an applicant for naturalization shall be required to have at least an elementary knowledge of the history of Canada and of the British Commonwealth of Nations in order that he may have an appreciation of British traditions and of his responsibilities in maintaining these traditions; and that his citizenship should be definitely known as Canadian.

1947 Standards Division
RESOLVED that FWIC commend the Dominion Government on the formation of a Standards Division within the Department of Trade and Commerce and urge that steps be taken to establish standards in household equipment, furnishings and clothing, along with a method of labelling which would provide the consumer with information as to the content, quality, care and additional information on textiles regarding fastness, finishes and shrinkage.

1947 Immigration Policy
RESOLVED that FWIC stress the importance of an immediate Immigration Policy with proper regard to selective immigration, allowing only those people to enter Canada whose love of freedom and desire for Democracy fit them for our way of life in Canada.

1947 Provision of Food
RESOLVED that FWIC lend every effort to insure a steady supply of food to the countries still in want.

1947 Education
RESOLVED that FWIC ask the Federal Government for immediate legislation to provide:
Compulsory learning of the English and/or the French language by immigrants immediately following their arrival in this country.
Citizenship training for all our youth from age 17 to 21 years.
Citizenship training for every adult in Canada.

RESOLVED that the name Dominion Day, for July the first, be retained, rather than Canada Day, not only for the euphonious sound of the former, but more so because of the manner in which it was chosen after the reading of

FWIC humbly petition the Government to establish a National Memorial Day.

RESOLVED that Daylight Saving should be Dominion wide or not at all.

1947 Archambauldt Report
RESOLVED that FWIC ask the Department of Justice that the recommendation made in the Archambauldt report be implemented forthwith.

1947 Tribute to Fallen Heroes
RESOLVED that FWIC go on record as being opposed to the proposed memorial to be erected in Ottawa and that instead we suggest a scholarship fund for the youth of Canada, as a more fitting tribute to our fallen heroes.

1947 Lavatories in Trains, Train Stations and Bus Stops
RESOLVED that the attention of the Minister of Transport be called to the inadequate number and deplorable conditions of the lavatories in most railway stations, coach trains and bus stops, and that he be asked to make it necessary for the railway and bus companies to provide better facilities.

1947 Detain Criminals
RESOLVED that FWIC ask that provision be made that all such criminals (sex) may be detained until competent medical authorities are satisfied that they are no longer dangerous to be at large in the community.

1949 Standardization of Bottle Tops
RESOLVED that FWIC ask the Department of Agriculture, Ottawa and the Canadian Manufacturers Association to work together to establish standards for at least three sizes of jars and tops used in commercial packing of food products.

1949 Old Age Pensions
RESOLVED that the age of eligibility in the case of women be reduced to 65 years.

AND FURTHER RESOLVED that the Old Age Pensions Act be amended to abolish the Means Test.

1949 Radio
RESOLVED that the FWIC urge the Board of Governors of the Canadian Broadcasting Corporation to introduce a strict censorship of radio programmes to eliminate the undesirable types of drama which includes murder, hold-ups, etc.

1949 Comics

RESOLVED that FWIC in the best interests of our Canadian children ask the Government of the Dominion of Canada to provide for adequate censorship on all comic books or strips published or issued for sale in Canada.

1949 Standardization and Labelling of Clothing (endorsement of recommendation)
RESOLVED that FWIC endorse the recommendations on the standardization and labelling of clothing which have been forwarded by the Canadian Home Economics Association to the Director of the Standards Division of the Department of Trade and Commerce, Ottawa.

RESOLVED that FWIC ask ACWW to amend their constitution re membership (specifics available).

RESOLVED that the Government be asked to increase these pensions (disabled veterans and war widows) commensurate with the increased cost of living.

1951 Financial Security for Handicapped People
RESOLVED that FWIC ask the Federal Government to consider legislation which would grant to handicapped persons of all ages economic and social security.

1951 Labelling Fabrics as to Preshrinkage
RESOLVED that FWIC urge the Standards Division, Department of Trade and Commerce, Ottawa, to work towards labelling of fabrics as to preshrinkage and FURTHER BE IT RESOLVED that FWIC go on record as asking their members to enquire when purchasing, whether or not fabrics are labelled preshrunk.

Don1951 National Appeals (endorsement of Resolution by Health League of Canada)ation Jar
THAT in order to assist all reliable organizations collecting funds in the health and welfare field, the Government of Canada be requested to set up a five member commission of prominent citizens to consider:

• The validity and necessity of all national appeals by such organizations.
• The amount of each financial objective.
• Whether any national appeal for funds should be endorsed unless or until such organization is incorporated under the laws of the Dominion of Canada.

1951 Fruit Juices for School Children
RESOLVED that FWIC urge the manufacturers of citrus, tomato and apple juice to pack these products in attractive four ounce containers which would be made readily available to our school children and thereby improve the health standard of our young people.

1951 National Standard of Education
RESOLVED that FWIC go on record as favoring a uniform system of education with the same basic or core subjects, texts and standards for all provinces.

1951 Faith and Morale
RESOLVED that FWIC reaffirm their faith in the future of our country and in the value of demographic government, and FURTHER BE IT RESOLVED that we ask our members to live according to their faith in Divine Providence and to express this belief to others.

1951 Tax and Duty on Books
RESOLVED that the Government of Canada be asked to remove the 80% Sales Tax and the Duty on books.

1953 Women in Senate
RESOLVED that FWIC request the Federal Government to honour women of outstanding ability, irrespective of their political affiliations, by appointing a woman to the Senate to represent each Province as a vacancy occurs.

1953 Voting in Advance Poll
RESOLVED that FWIC request that the Election Act be amended to include all Delegates attending national or international conventions, on the list of those permitted an advance Poll.

1955 Crime Comics
RESOLVED, firstly that the definition of “crime comic” according to Canada’s Criminal Code be amended so that this term will be understood to mean, “any magazine, periodical or book which exclusively or substantially comprises matter depicting pictorially actions or conversations leading up to or pertaining to the commission of crimes, real or fictitious.”

1955 Family Allowance –Immigrant Children
RESOLVED that the one-year residence requirement for payment of family allowances for immigrant children born outside Canada be rescinded and that the principle of eligibility for family allowances for such children be recognized as commencing from the date of landed entry.

RESOLVED that all members of the Women’s Institutes be encouraged to vote as they like, but always vote, and encourage other women to vote also.

1957 Air-guns and Air-pistols
RESOLVED that FWIC recommend to the Federal Parliament that: Article 88 of the Criminal Code be amended to:

prohibit the import, manufacture or sale of air-guns or air-pistols or ammunition therefore; and
prohibit the import, manufacture or sale of toy-guns unless these are painted in bright colours such as red, yellow or green.

1957 Installment Payment of Fines
RESOLVED that FWIC request the Federal Government of Canada that the Criminal Code of Canada be amended as recommended by the Fateaux Committee so that:

Fines can not be imposed at the same time as sentences of imprisonment in default of payment of fine; and in every case at least 7 days be allowed for payment of fine or if its first installment;
Due inquiry must be made, in the presence of the offender as to his ability to pay the full amount of the fine or any installment before any committal

1959 International Peace Garden
RESOLVED that FWIC petition the National Film Board to provide a documentary film, in colour, on the International Peace Garden, to be used for educational purposes by schools and other organizations.

RESOLVED that FWIC request the government at Federal Elections whereby the voting citizen may, by making proper application which provides satisfactory evidence of reason for absence, be allowed the privilege of an Advanced Poll.

RESOLVED that FWIC recommend to the Department of Northern Affairs and Natural Resources that consideration and arrangements be made to organize Women’s Institutes in that area, a program which is geared to the needs of thge region.

RESOLVED that FWIC ask the Department of National Health and Welfare to take steps to continue the payment of

Family Allowance to students beyond the age of sixteen attending High School.

1961 Immigration
RESOLVED that FWIC urge an immediate revision of the Immigration Act , to provide a selective immigration policy which would ensure that the immigrant be a desirable future citizen of Canada, with skills necessary to fill certain economic needs and opportunities; and

Further RESOLVED that the Immigration Act be revised to ensure fair deportation practices and the elimination of racial discrimination.

RESOLVED that FWIC take action in support of a Federal Investigation into the price of drugs.
